Mr. Vallet has been working for more than 16 years as engineer & institutional expert across the water sector in low/middle revenue countries. Holding 2 Engineering Diplomas, Mr. Vallet has been then involved in several international complex projects in South East Europe, South America and South East Asia. His expertise encompasses the implementation of EU directives, strengthening institutions in charge of IWRM, negotiating transboundary water management, preparing financing agreements by international financing institutions. Mr. Vallet was during two years mobilized as Senior Consultant to the Minister of Environment in Moldova. He supported the whole reform of the water sector: tariffs, norms, IWRM, policies and regulations, etc… |

Thesis
Interested by water stakeholders and transboundary water management, Cyrille focuses its research on the legal personhood of the transboundary rivers. This tool is currently promoted as a solution to the degradation of the river ecosystem. Since 2017, some rivers are recognized as legal persons (su as the Whanganui River in New Zealand). Cyrille analyses the discourses, powers and results of the actors related to the water management. His example is the Rhone river, river which does not have a transboundary common management tool.
