G'Evolue is a project to reform the State of Geneva's job evaluation and remuneration system. It concerns all State, judicial and hospital staff, as well as certain subsidized institutions. The project aims to replace the current function and remuneration evaluation system, in place since 1974, with a focus on coherence between functions and the inclusion of new skills and professions. G'Evolue is part of the HR strategy "Working Differently," which aims to modernize the culture and practices of human resources within the state.

The first version of the new positions’ evaluation methodology has been approved by the State of Geneva: the testing phase begins in January 2025.
Based on the STRATA methodology, the includes four dimensions and nine refined and balanced criteria. These criteria are designed to address the current challenges of the professional environment within the institutions impacted by the reform, replacing the SEF system, which has been in place since 1974. The STRATA methodology has been enriched and refined through the work of the Joint Technical Evaluation Commission (CETP) of G’Evolue to align with the context and needs of the State of Geneva.
We are pleased to inform you that the State of Geneva has given its approval to proceed with the next phases of work based on this first version, as part of the reform of the positions’ evaluation and remuneration system of the State of Geneva.
Next Steps
To complete and refine this first version of the new positions’ evaluation system, the approximately 9,000 position descriptions submitted to the commission, covering 1,835 positions across the State, will be analyzed. This process will include review sessions for various professions and the use of a data processing tool. The CETP will also conduct hearings with representatives from different professions in parallel.
The project team publishes the G'evolue newsletter, which is sent to all employees of the cantonal administration.

The G'Evolue Joint Technical Evaluation Committee announces that an important step has been taken in the project: following a public tender procedure, a service provider has been identified to support the members in their technical work.
Following a rigorous evaluation of the bids received, the bid from PricewaterhouseCoopers SA (PwC), based in Geneva, was selected as representing the best ratio between the award criteria. Work can begin with this company at the end of the appeal period, provided that no appeal is lodged.
After identifying the needs in terms of job evaluation, the joint committee drew up a set of specifications that highlighted the imperative need for transparency in the new method.
Over the next few months, the G'Evolue Joint Technical Evaluation Committee will be working with the service provider to indicate the necessary adaptations to the STRATA method (criteria and weightings among others) with the aim of providing a new job evaluation system in line with the needs of the State of Geneva.
All the members remain committed and are looking forward to continuing their work in the best possible conditions, with the aim of submitting the fruits of their efforts to the State.
At the heart of change: the G'Evolue joint technical evaluation commission
Established at the end of 2022 following the signing of the agreement protocol between the representative personnel associations and the cantonal authorities, the G'Evolue joint technical evaluation commission commenced its work on February 15, 2023.
Meeting two days per week, twice a month, the commission is committed to working diligently on the overhaul of the State of Geneva's evaluation and remuneration system, in collaboration with the G'Evolue project team.
Who are the members of this commission and what are their missions?
The signatories of the agreement protocol have appointed Mr. Robert Monin, Executive Director of Human Relations at the Industrial Services of Geneva, to chair the commission. Alongside him, ten regular members and ten alternate members representing the employer State, the Intersyndical Cartel, as well as the UCA and the GCA are working on the future system.
The presents a diverse mix of professions existing within the institutions concerned by the reform. In addition to human resources professionals, commission members also come from the following fields: education, labor inspection, IT, legal, architecture, urban planning, finance, and economics; all working towards advancing the project according to the planned roadmap.
The G'Evolue Joint Commission provides an update on the progress of its work, which is being carried out in a collaborative and constructive atmosphere.
The Joint Commission has dedicated its recent meetings to determining the needs and requirements that the external service provider must meet to successfully carry out the reform project for the evaluation and remuneration system of the State of Geneva and entities subject to the . This stage will enable the commission to select the future method and necessary tools.
This work was conducted in collaboration with the . All selected elements are included in the tender dossier, which is published on the platform.
A representative of the State employer and a representative of the staff representative associations will be part of the bid evaluation group. The contract is expected to be awarded during the first half of 2024. Implementation of the G'Evolue project is scheduled for 2028.
In the coming weeks, the commission will prepare for the evaluation of the specifications collected at the end of 2023. It will also work on the criteria and sub-criteria on which the future evaluation system will be based, as well as on their weightings.
